Sounds normal to me and I’m in Europe. Unless it’s explicitly signaled with an arrow in the traffic light expect oncoming traffic and of course there are pedestrians.

Where I live the only place you’ll find a shoulder is on the Autobahn and there are no traffic lights on the Autobahn.

I feel like this is often a case where one partner cares more about something than the other and partners having very different opinions on what is still tolerable when it comes to for example cleaning stuff in the house.
