    The city I live in only has 100k residents but there’s an underground parking garage under the marketplace at the dead center of the city and there’s always free parking spots there. I rarely even go looking for side of the road parking. Though in NYC it would immediately flood I believe.

          All buildings in nyc have significant basement levels. Whether or not it goes into bedrock depends on which area you’re talking about. The reason why all the tallest buildings in Manhattan are in downtown and midtown is because that’s where the bedrock is closest to the surface. The more you can build down into bedrock, then the taller the building can go up. But i believe literally every single building in nyc has at least one basement level below the street. Flooding in nyc only happens during historic storms that happen like once every couple of decades
